927.13 OUTSIDE TOILETS.
   All buildings, including public, commercial, and residential properties, which have the services of the sewerage system available thereto by means of main or lateral sewers shall, as soon as practicable, make the necessary connections with the system. All outside toilets are declared to be unsanitary and dangerous to the public health and therefore a nuisance, and they are prohibited.
