Sec. 23.49. The Harbor Department and Its Management.
 
   (a)   Charter Section 600 establishes a department within the government of the City of Los Angeles known as the Harbor Department.
 
   (b)   Pursuant to Charter Sections 600 and 501, a board of five commissioners, known as the Board of Harbor Commissioners (“Board”), manages and controls the Department.
 
   At least one member of the Board of Harbor Commissioners shall reside within the area surrounding the Harbor District (the “Residency Area”) in accordance with Charter Sections 118(a)(3) and 650. The Residency Area is defined to include the communities of San Pedro and Wilmington; in addition, it includes the community of Harbor City generally bounded by Sepulveda Blvd. on the north, Palos Verdes Drive North on the south, the City boundary just west of Western Avenue on the west, and the City boundary just west of Normandie Avenue on the east.
 
   (c)   The Department General Manager shall be appointed and may be removed as set forth in Charter Section 604.
 
   (d)   The Harbor Department shall have such powers as are conferred upon it by the Charter as more specifically set forth in Charter Article VI [Sections 600-610, 650-657] as supplemented by applicable provisions of Article V [Sections 500-514] and elsewhere.
