Sec. 23.1. The Department of Airports and its Management.
 
   (a)   Charter Section 600 establishes a department within the government of the City of Los Angeles known as the Department of Airports.
 
   (b)   A board of seven commissioners known as the Board of Airport Commissioners (“Board”) manages and controls the Department in accordance with Charter Section 630.
 
   At least one Board member must reside within the area surrounding Los Angeles International Airport (the “LAX Residency Area”) in accordance with Charter Sections 118(a)(2) and 630. The LAX Residency Area is defined as a roughly rectangular area:
 
   (1)   With a Northern Border starting at the northwest corner of the rectangle which is the intersection of Vista del Mar and Culver Blvd. and continuing east to Jefferson Blvd. until it meets the San Diego Freeway (405) and continuing south along the 405 until it meets Manchester Blvd. and continuing east along Manchester to Avalon Blvd., and
 
   (2)   With an Eastern Border of Avalon Blvd. continuing south along Avalon until it meets 108th Street, and
 
   (3)   With a Southern Border of 108th Street from Avalon west to the 405 and continuing south along the 405 Freeway until it meets Imperial Highway and then continuing west along Imperial Highway to Vista del Mar Avenue, and
 
   (4)   With a Western Border of Vista del Mar between Imperial Highway and Culver Blvd.
 
   At least one Board member must reside within the area surrounding Van Nuys Airport (the “Van Nuys Residency Area”). The Van Nuys Residency Area is defined as a roughly rectangular area:
 
   (1)   With a Northern Border commencing in the northwest corner of the rectangle at the intersection of White Oak Blvd. and Devonshire Street and proceeding east along Devonshire until it merges into Arleta Avenue, and
 
   (2)   With an Eastern Border proceeding southeast along Arleta Avenue until it merges with Sheldon Street; proceeding south on Sheldon until it merges into Coldwater Canyon Avenue and proceeding along Coldwater Canyon until it meets Mulholland Road, and
 
   (3)   With the Southern Border of Mulholland Road and then proceeding west along Mulholland Road until it meets Zelzah Fire Road, and
 
   (4)   With the Western Border of Zelzah Fire Road and proceeding north along Zelzah Fire Road until it merges with Alonzo Avenue and continuing north until Alonzo merges with White Oak Avenue and continuing north until White Oak meets Devonshire Street.
 
   Within thirty (30) days of this Ordinance being adopted, the Department of Airports is directed to prepare maps depicting the Commissioner Residency Areas described above and to provide copies of such maps to the Mayor, Council and City Clerk.
 
   (c)   The Department General Manager shall be appointed and may be removed as set forth in Charter Section 604.
 
   (d)   The Department of Airports shall have such powers conferred upon it by the Charter as more specifically set forth in Charter Article VI as supplemented by applicable provisions of Charter Article V and elsewhere.
