Sec. 19.91. Definitions.
 
   For purposes of this chapter, the term “vehicle” shall mean any device (except one that is moved exclusively by human power or used exclusively upon stationary rails, or tracks) by which any person or property may be propelled, moved, or drawn upon a highway. The term “vehicle” includes identifiable parts thereof. The term “abandoned vehicle” shall mean any vehicle which when operated upon a highway is required to be registered by the California Vehicle Code, but which vehicle the registration has been expired for a period of six months or more. The term “highway” shall mean any way or place of whatever nature which is publicly maintained and is open to the use of the public for purposes of vehicular travel.
