452.09 SELLING, REPAIRING OR STORING VEHICLE UPON ROADWAY.
   No person shall stand or park a vehicle upon any street for the principal purpose of displaying such vehicle for sale lubricating or repairing such vehicle or storing such vehicle.

452.10 TRUCK LOADING ZONES.
   (a)   (1)   Loading zones shall be designated by Council upon application by any interested person. The application shall state the name and address of the applicant, the number and location of the parking spaces desired for the loading zone and such evidence as is necessary to show the need for such loading zone.
      (2)   Council, upon hearing the application, shall first determine the need, if any, for such loading zone and if it finds that there is a reasonable need, then Council shall further determine the number and location of the parking spaces to be included in the loading zone.

   (b)   (1)   Each applicant, having been granted a loading zone or zones, shall pay to the Clerk of Council or his or her designee an annual rental, as determined by Council, per parking space on or before January 10 of each and every year, except when the loading zone is first established. Rental fees on a newly established loading zone shall be based upon a rate, determined by Council, per parking space per month and shall be calculated upon the number of months remaining in the calendar year.
      (2)   If such annual rental fees are not paid in full by January 15 of any year, then the loading zone shall not be used as such and the Safety-Service Director is hereby authorized and directed to remove any and all signs designating the area as a loading zone. Any such loading zone shall not be used as such again until a formal application is filed with Council, as in the case of a new loading zone, and the application is approved by Council.
452.11 BUS STOPS AND TAXICAB STANDS.
   (a)   No person shall stop, stand or park a vehicle other than a bus in a bus stop, or other than a taxicab in a taxicab stand, when any such stop or stand has been officially designated and appropriately posted, except that the driver of a passenger vehicle may temporarily stop therein for the purpose of, and while actually engaged in, loading or unloading passengers when such stopping does not interfere with any bus or taxicab waiting to enter or about to enter such zone, and then only for a period not to exceed three minutes, if such stopping is not prohibited therein by posted signs.
   (b)   No operator of a bus shall stop, stand or park such vehicle upon any street or other public way at any place for the purpose of loading or unloading passengers or their baggage other than at a bus stop so designated and posted as such, except in case of an emergency.
   (c)   No operator of a bus shall fail to enter a bus stop on a street or other public way in such a manner that the bus when stopped to load or unload passengers or baggage is in a position with the right front wheel of such vehicle not further than 18 inches from the curb and the bus approximately parallel to the curb so as not to unduly impede the movement of other vehicular traffic.
   (d)   No operator of a taxicab shall stand or park such vehicle upon any street or other public way at any place other than in a taxicab stand so designated and posted as such. This provision shall not prevent the operator of a taxicab from temporarily stopping in accordance with other stopping or parking provisions at any place for the purpose of, and while actually engaged in, the expeditious loading or unloading of passengers.
452.12 PARKING IN ALLEYS AND NARROW STREETS; EXCEPTIONS.
   (a)   No person shall stop, stand or park any vehicle upon a street, other than an alley, in such a manner or under such conditions as to leave available less than ten feet of the width of the roadway for free movement of vehicular traffic, except that a driver may stop temporarily during the actual loading or unloading of passengers or when directed to by a police officer or traffic control signal.
   (b)   Except as otherwise provided by law, no person shall stop, stand or park a vehicle within an alley except while actually loading and unloading, and then only for a period not to exceed 30 minutes.
452.13 REGISTERED OWNER PRIMA FACIE LIABLE FOR UNLAWFUL PARKING.
   In any hearing on a charge of illegally parking a motor vehicle, testimony that a vehicle bearing a certain license plate was found unlawfully parked as prohibited by the provisions of this Traffic Code, and further testimony that the record of the Ohio Registrar of Motor Vehicles shows that the license plate was issued to the defendant, shall be prima facie evidence that the vehicle which was unlawfully parked, was so parked by the defendant. A certified registration copy, showing such fact, from the Registrar shall be proof of such ownership.
452.14 PARKING DURING SNOW EMERGENCIES.
   (a)   Whenever, during any period of 24 hours or less, snow falls in the City to a depth of two inches or more, an emergency is declared to exist in that such a heavy snow storm constitutes a serious public hazard impairing transportation, the movement of food and fuel supplies, medical care, fire, health and police protection and other vital facilities of the City. Such emergency shall continue until an announcement by the Safety-Service Director that snow plowing operations have been completed, which announcement shall be made in the manner outlined in division (b) of this section.
   (b)   Whenever such an emergency exists, the Director shall request the cooperation of the local press to announce the existence of the emergency and the time that emergency parking regulations will become effective. However, the owners and operators of motor vehicles shall have full responsibility to determine existing weather conditions and to comply with the emergency parking regulation.
   (c)   During the period of emergency, the Direct may prohibit the parking of vehicles upon any or all of the City streets. During the emergency, no person shall park, cause to be parked, permit to be parked, permit to remain parked or abandoned, or leave unattended, any vehicle of any kind or description upon such specified streets. However, vehicles may be parked for not longer than three minutes for actual loading or unloading of property, provided that no other ordinance restricting parking as to place or time is violated thereby.
   (d)   Signs shall be posted where parking is banned during a snow emergency.
   (e)   Any motor vehicle parked in violation of this section may be removed in accordance with this Traffic Code.

   (f)   The following routes are hereby declared to be snow emergency routes within the City limits:
      (1)   Main from Garfield to Lincoln;
      (2)   High from corporation limit to corporation limit;
      (3)   Center from Midway east corporation limit;
      (4)   Elm from High to High School;
      (5)   Lafayette from Elm to corporation limit;
      (6)   Walnut from High to Center;
      (7)   First from Main to Walnut;
      (8)   Lincoln from Center to Main.
   (g)   The City is hereby authorized to place traffic control devices along the routes set forth in division (f) of this section in order to inform residents, occupants and visitors in the City of said snow route designations.

452.15 NIGHT PARKING OF COMMERCIAL VEHICLES IN RESIDENTIAL DISTRICTS.
   No person shall park a school bus, commercial tractor, agricultural tractor, truck of more than one ton capacity, bus, trailer, semitrailer, pole trailer or moving van on any street within the Residential Districts of the City between one hour after sunset and one hour before sunrise.
