(a) Whenever, during any period of 24 hours or less, snow falls in the City to a depth of two inches or more, an emergency is declared to exist in that such a heavy snow storm constitutes a serious public hazard impairing transportation, the movement of food and fuel supplies, medical care, fire, health and police protection and other vital facilities of the City. Such emergency shall continue until an announcement by the Safety-Service Director that snow plowing operations have been completed, which announcement shall be made in the manner outlined in division (b) of this section.
(b) Whenever such an emergency exists, the Director shall request the cooperation of the local press to announce the existence of the emergency and the time that emergency parking regulations will become effective. However, the owners and operators of motor vehicles shall have full responsibility to determine existing weather conditions and to comply with the emergency parking regulation.
(c) During the period of emergency, the Direct may prohibit the parking of vehicles upon any or all of the City streets. During the emergency, no person shall park, cause to be parked, permit to be parked, permit to remain parked or abandoned, or leave unattended, any vehicle of any kind or description upon such specified streets. However, vehicles may be parked for not longer than three minutes for actual loading or unloading of property, provided that no other ordinance restricting parking as to place or time is violated thereby.
(d) Signs shall be posted where parking is banned during a snow emergency.
(e) Any motor vehicle parked in violation of this section may be removed in accordance with this Traffic Code.

(f) The following routes are hereby declared to be snow emergency routes within the City limits:
(1) Main from Garfield to Lincoln;
(2) High from corporation limit to corporation limit;
(3) Center from Midway east corporation limit;
(4) Elm from High to High School;
(5) Lafayette from Elm to corporation limit;
(6) Walnut from High to Center;
(7) First from Main to Walnut;
(8) Lincoln from Center to Main.
(g) The City is hereby authorized to place traffic control devices along the routes set forth in division (f) of this section in order to inform residents, occupants and visitors in the City of said snow route designations.
