(a) There is hereby established within the Department of Public Service a Recreation Department, which shall operate and maintain all public playgrounds and recreation centers and the Municipal swimming pool.
(b) The Recreation Department shall be composed of a Superintendent, who shall be appointed by the Safety-Service Director, and such other employees as are necessary for the operation of the Recreation Department. The Superintendent and other employees shall receive such salaries as are set forth in the current salary ordinance.
(c) The Superintendent of Recreation shall, in conjunction with the Playground and Public Recreation Commission, plan and coordinate all public recreational programs for the City, employ and/or discharge, with the approval of the Safety-Service Director, all employees in the Recreation Department, serve as Secretary to the Playground and Public Recreation Commission, and perform such other and further duties as may from time to time be designated by the Safety-Service Director.

(d) The Recreation Department shall receive all moneys derived from the operation of such recreational facilities, which moneys shall be promptly deposited in the City Treasury. However, the Superintendent of Recreation may, with the approval of the Playground and Public Recreation Commission, allow any or all concession stands to be operated by any private or nonprofit entity. Such operation shall be on such terms and conditions as the Playground and Public Recreation Commission shall provide.

(e) The Recreation Department is hereby encouraged to conduct fund raisers, with the receipts thereof being submitted to the City Auditor with the intention of the money being appropriated into the Parks and Playgrounds Fund. A fund raiser shall be defined as a project that:
(1) Has not been done as a project of the Recreation Department;
(2) Does not become a regular project of the Recreation Department;
(3) May not last more than thirty days at a particular time; and
(4) Must be authorized by the playground and Public Recreation Commission.
If seed money for a fund raiser is needed, it will be issued by the City Auditor from either the Operations Budget of the Recreation Department or monies that are currently in the Playground Fund, and at the conclusion of the fund raiser, reimbursement will be made from the proceeds of the fund raiser.
