3-25-3: PERMIT APPLICATION:
Any person desiring a permit under the provisions of this chapter shall make application on the appropriate form provided by the village manager's office. The form must be signed and accompanied by all required fees, deposits, hold harmless agreement and insurance certificate required by this chapter before it will be processed. 3-25-4: PERMIT FEE:
Fees shall be set and amended, as necessary, by a resolution adopted by the village board. (Ord. 2020-4860, 2-17-2020)
3-25-5: PERMIT ISSUANCE; CONDITIONS:
The village manager or his or her designee shall issue a permit as provided for in this chapter when, from a consideration of the application and from such other information as may be otherwise obtained, he/she finds that:
   (A)   The conduct of such activity will not unduly interfere with traffic or pedestrian movement or endanger public safety and that no streets will be completely closed to traffic for an unreasonable period of time.
   (B)   The conduct of such activity will not unduly interfere with normal governmental or village operations, threaten to result in damage or detriment to public property, or result in the village incurring costs or expenditures in either money or personnel not reimbursed by the applicant.
   (C)   At the determination of the Village or his or her designee as wells the Lisle- Woodridge Fire Protection District, Lisle police department and the village's public works department, that the condition of such activity will not constitute a fire hazard or any other type of hazard and all property safety precautions will be taken as determined by the aforementioned agencies. 3-25-6: COST OF ADDITIONAL SERVICES:
If deemed necessary by the village manager or his or her designee, additional police and other village services shall be provide for the purpose of protecting, assisting and regulating the proposed activity. The cost of providing such additional services shall be paid to the village by the applicant. (Ord. 2020-4860, 2-17-2020)
3-25-7: INSURANCE:
   (A)   As a condition of issuing such a permit, the applicant shall furnish insurance, showing evidence of a commercial liability policy and additional insured endorsement naming the Village of Lisle, its officials, employees, agents, and volunteers as an additional insured on a primary and non-contributory basis, with limits of not less than one million dollars ($1,000,000.00) per occurrence and two million dollars ($2,000,000.00) aggregate, covering any such claims for bodily injury and property damage is required for commercial filming.
   (B)   Applicant shall also submit verification that adequate worker's compensation insurance coverage is maintained. (Ord. 2020-4860, 2-17-2020)
3-25-8: HOLD HARMLESS AGREEMENT:
The applicant shall execute a hold harmless agreement as provide by the village prior to the issuance of any permit. (Ord. 2020-4860, 2-17-2020)
3-25-9: CLEAN-UP AND RESTORATION:
To ensure cleanup and restoration of any public property, an applicant may be required to submit a refundable deposit. Upon completion of filming and inspection of the site by the village, if no verifiable damage or debris has occurred, the security deposit shall be returned to the applicant. If such damage or debris is determined to be the result of film permit activities, the security deposit shall be applied to cover clean-up or repair costs with the remainder returned to the applicant. 3-25-10: ADMINISTRATIVE REGULATIONS:
The village manager and his or her designee is hereby authorized to promulgate and enforce administrative regulations in the implementation and enforcement of this chapter. (Ord. 2020-4860, 2-17-2020)
