(A) Permit Required: No person shall use any public or private property, facility or residence for the purpose of taking motion pictures, television, digital media or commercial still photography without first applying for and receiving a permit from the village manager or his or her designee.
(B) Exemptions:
1. News Media: The provisions of this chapter shall not apply to or affect reporters, photographers or camerapersons in the employ of a newspaper, news service, or similar entity engaged in on-the-spot print media, publishing or broadcasting, of news events concerning those persons, scenes or occurrences which are in the news and of general public interest.
2. Personal/Family Video: The recording of visual images (motion or still photography) solely for private personal use, and not for commercial use.
3. Studio Filming: Filming activities (motion or still photography) conducted at a studio. (Ord. 2020-4860, 2-17-2020)
Any person desiring a permit under the provisions of this chapter shall make application on the appropriate form provided by the village manager's office. The form must be signed and accompanied by all required fees, deposits, hold harmless agreement and insurance certificate required by this chapter before it will be processed. The village manager or his or her designee shall issue a permit as provided for in this chapter when, from a consideration of the application and from such other information as may be otherwise obtained, he/she finds that:
(A) The conduct of such activity will not unduly interfere with traffic or pedestrian movement or endanger public safety and that no streets will be completely closed to traffic for an unreasonable period of time.
(B) The conduct of such activity will not unduly interfere with normal governmental or village operations, threaten to result in damage or detriment to public property, or result in the village incurring costs or expenditures in either money or personnel not reimbursed by the applicant.
(C) At the determination of the Village or his or her designee as wells the Lisle- Woodridge Fire Protection District, Lisle police department and the village's public works department, that the condition of such activity will not constitute a fire hazard or any other type of hazard and all property safety precautions will be taken as determined by the aforementioned agencies. If deemed necessary by the village manager or his or her designee, additional police and other village services shall be provide for the purpose of protecting, assisting and regulating the proposed activity. The cost of providing such additional services shall be paid to the village by the applicant. (Ord. 2020-4860, 2-17-2020)
