3-8-18: MANDATORY REVOCATION OF A LICENSE:
A license issued under this chapter shall be revoked by the commissioner as follows:
   (A)   If the cab company or livery company or any driver is convicted of a felony or violent crime while holding the license;
   (B)   If the cab company or livery company or any driver fails to pay a judgment;
   (C)   If an owner of the cab company or livery company or any driver is found in possession of narcotics;
   (D)   If a driver directs anyone to a house of prostitution or to illegal gambling houses;
   (E)   If a driver is convicted of drunken driving or reckless driving by a court of competent jurisdiction; or
   (F)   If any other section of this chapter requires revocation for a violation thereof. (Ord. 2005-3935, 6-20-2005)
3-8-19: TAXICAB HOURS OF SERVICE:
Not less than forty percent (40%) of the total number of taxicabs registered for operation, pursuant to subsection 3-8-14(C) of this chapter, by a cab company licensed under this chapter shall be operated regularly between the hours of seven o'clock (7:00) A.M. and twelve o'clock (12:00) midnight on Mondays through Fridays, and may be operated at such other times, and on weekends, as shall be deemed necessary by the cab company. 3-8-20: CHANGES IN THE NUMBER OF TAXICABS OR HOURS OF SERVICE:
   (A)   The village board alone shall determine whether the public convenience and necessity require a change in the number of taxicabs which may be registered for operation in the village or hours of taxicab services required by section 3-8-19 of this chapter. In determining whether the public convenience and necessity require change in the number of taxicabs which may be registered for operation in the village or hours of taxicab service, due consideration shall be given by the village board to the following:
      1.   The public demand for taxicab service.
      2.   The effect of increased competition on revenues of taxicab operators, on cost of rendering taxicab service including provisions of proper reserves and a fair return on investment in property devoted to such service, and on the wages or compensation, hours and conditions of service of taxicab drivers.
   (B)   A cab company may request that the village board amend the number of taxicabs which may be registered for operation in the village or required hours of service as required in section 3-8-19 of this chapter in the same manner as if it were requesting a fare revision under section 3-8-7 of this chapter. 3-8-21: PENALTY FOR VIOLATION OF THE PROVISIONS OF THIS CHAPTER:
The commissioner may revoke or suspend a license issued hereunder upon violation of any provision of this chapter in accordance with applicable requirements for hearing and notice. Notwithstanding any revocation or suspension of a license by the commissioner hereunder, the cab company, livery company, or driver may be convicted of a violation of any section of this chapter by a court of competent jurisdiction and shall be subject to the fines and other penalties established in Title 1, Chapter 20, “Fees, Fines, Insurance, Guarantees, and Regulatory Measures”.
