(A) The town has been acting under I.C. 36-5-2-4.1 with voting districts, or wards, for the purpose of electing Town Council members.
(B) It has now been determined that the registered voters are unevenly divided in the wards.
(C) It has been ordained by the Town Council in order to provide better representation to the residents of the town, to rescind this ruling and to allow Town Council members to be elected at large, as per I.C. 36-5-2-5.
