(A) The following provisions of this section, pertaining to the formation of a Voluntary Reserve Marshal Unit, have been established pursuant to I.C. 36-8-3-20.
(B) Details are as follows:
(1) Reserve marshals are volunteers and expect no compensation for performing their duties as reserve marshals for the town.
(2) Reserve candidates must complete a job application to the marshal with references and agree to a background check.
(3) Reserve candidates will be given an oral interview by the Town Council.
(4) (a) Reserve candidates shall not be discriminated against by the Appointing Body of the town based on race, age, sex or physical disability.
(b) Appointments shall be made based on the individual’s ability to perform the duties required of a reserve marshal for the town.
(5) Reserve candidates shall be appointed by the same authority that appoints regular members of the Department.
(6) Reserve candidates must have a high school diploma or G.E.D. equivalent and must be 21 years of age.
(7) Reserves are not guaranteed any full-time compensated position which may arise during their appointment as volunteers.
(8) Reserve marshals shall have the same police powers a regular members of the Department except as limited by the rules of the Department. Reserve Marshal S.O.P. (Standard Operating Procedure) sets these guidelines.
(9) (a) Reserve marshals are representatives of the town and its Police Department.
(b) Reserves are required to follow all departmental policies and regulations as they pertain to job specifications, duties, limitations and code of conduct on and off duty.
(c) Reserves are subject to dismissal by the marshal if these policies are not adhered to.
(10) (a) Reserve marshals shall be issued the uniform of the Department by the marshal.
(b) Guidelines for same are listed in the Reserve S.O.P. (Standard Operating Procedure).
(11) Reserve marshals are not considered to be members of the regular Department, but have all the same police powers as regular officers.
(12) (a) Reserve marshals shall receive medical insurance which covers any injury that may occur during the performance of their duties as police officers.
(b) Reserves must be gainfully employed and have regular health insurance however in order to qualify for this coverage.
(c) This policy is similar to worker’s compensation details and is made available by the marshal.
(d) This coverage is offered at no cost to the individual.
(13) A reserve marshal shall not be appointed until he or she has completed the training and probationary period specified by rules of the Department.
(14) (a) Reserve officers who have not already met Indiana Law Enforcement Training Board training requirements are mandated to attend the 40 hour pre-basic training course at the Indiana Law Enforcement Training Board within one year of their appointment as reserve marshals.
(b) This is in addition to the training requirements of the Department.
(15) All other details regarding the Reserve Marshal Unit for the town, requirements, training and the like, can be found in Liberty Police Department S.O.P. (Standard Operating Procedure) “Reserve Marshals” as well as the departmental S.O.P.’s governing policy for police officers of the Department.
