Within the limits of the Constitution and laws of the Commonwealth of Kentucky, the County Judge shall serve as the administrator of the Urban County Courts specified in Section 10.01 of this Charter. As Judge of the Quarterly Court and the County Court, the County Judge shall submit an annual request for operating funds, above and beyond those items covered by fees and emoluments provided by law, to the Merged Government in accordance with the provisions of Article Eight of this Charter. All requests for annual operating funds, above and beyond those items covered by fees and emoluments provided by law for Justices' Courts, shall be submitted to the County Judge and then to the Merged Government in accordance with the provisions in Article Eight of this Charter.
Nothing in this Charter shall be construed as affecting the powers of the County Judge with respect to clerical, stenographic, Deputy Constables, or other officers of the Quarterly Court, the County Court, or the Justices' Courts; provided that all such positions requiring funding under law, in whole or in part, out of the annual operating budget of the Lexington-Fayette Urban County Government shall be authorized and funded under the budgetary provisions of this Charter. The Merged Government may, on request of the County Judge, provide and fund such additional Trial Commissioners as may be deemed necessary to operate the Quarterly Court, the County Court, and the divisions thereof.
