As soon as practical, but not more than two (2) years after the effective date of this Charter, the Division of Personnel in the Office of Administrative Services shall prepare and submit to the Mayor and the Chief Administrative Officer a comprehensive plan for a classified civil service system for the Lexington-Fayette Urban County Government. Said plan shall then be submitted to the Council along with such written recommendations as the Mayor and the Chief Administrative Officer may wish to make. Among other things, the aforementioned plan shall provide for:
(a) The position classification of all positions in the classified civil service;
(b) The procedures for recruiting, examining and certifying all candidates for positions in the classified civil service;
(c) The method and procedure for promoting persons in the classified civil service;
(d) The rules governing hours of work, vacations, sick leave, leaves of absence, layoffs, suspension and other disciplinary actions, in-service training, employee salaries and benefits; and
(e) Such other provisions as may be necessary for the efficient operation and administration of the classified civil service.
Adoption of the comprehensive classified civil service plan shall be by ordinance passed by the Council. All subsequent additions, revisions or amendments affecting the classified civil service shall be made by ordinance. In no case shall the Council initiate or enact any such additions, revisions or amendments without first securing the written recommendations of the Mayor, the Chief Administrative Officer and the Director of the Division of Personnel.
Pursuant to Section 7.03 of this Charter, the Division of Personnel shall consult with and seek the advice of the Civil Service Commission on all matters pertaining to the preparation, adoption and subsequent revision of the comprehensive classified civil service plan for the Merged Government.
