On the effective date of this Charter, the Lexington Civil Service Commission and the Lexington Civil Service Examining Board shall together constitute the "Civil Service Commission" of the Merged Government. Said commission shall advise and assist the Director of Personnel in the Office of Administrative Services and the Chief Administrative Officer on matters pertaining to the operation and administration of the classified civil service system of the Merged Government within the terms and limitations set forth in Article Nine of this Charter. All vacancies on said commission shall be filled by the Mayor subject to confirmation by a majority of the council members.
Within one (1) year of the effective date of this Charter, said board and commission shall be consolidated into a single, five-member Civil Service Commission. The members of said commission shall be appointed by the Mayor subject to confirmation by a majority of the council members. The initial terms of members appointed to said board shall be staggered in compliance with the provisions of Section 7.02 of this Charter. Thereafter, all appointments to the Civil Service Commission shall be for a period of four (4) years.
