Sec. 7.02. - Terms, Compensation and Qualifications of Members.
Except as otherwise provided by this Charter or appropriate state law, all members of boards, agencies and commissions covered by the provisions of this Article shall be appointed by the Mayor subject to confirmation by a majority of the council members.
Except as otherwise provided by law, the terms of board, agency and commission members shall be four (4) years, provided that said terms shall be staggered in such manner as to allow the appointment or re-appointment of at least one-half of the membership of any board, agency or commission every two (2) years.
All vacancies on any board, agency or commission shall be filled for the unexpired term in the manner prescribed for original appointment by this Charter or by applicable state law. Any member of a board, agency or commission may be removed from office in accordance with applicable state law, or in the absence of such law, by a majority of the Council of the Merged Government.
Except as otherwise provided by applicable state law, the Council may prescribe by ordinance for the compensation and/or reimbursement of actual and necessary expenses incurred by members of any board or commission created by this Charter or by ordinance passed pursuant thereto.
The Council may, subject to the limitations of applicable state law, prescribe the qualifications required of any member of the boards, agencies and commissions covered by the provisions of this Charter. In addition, the Council may, within the limits set by this Charter or applicable state law, provide any board, agency or commission with such clerical, secretarial or other staff assistance as may be deemed necessary.
All official meetings of boards, agencies and commissions of the Merged Government shall be public and any citizen shall have access to the minutes and official records thereof on request.
Annotation—With respect to mayoral appointments to boards and commissions, see also Section 5.04. Further, the provisions of this section relating to open meetings and records have in some instances been superseded by KRS 61.805 et seq., and KRS 61.870 et seq.
