Sec. 7.01. - General Provisions.
On the effective date of this Charter the following boards and commissions shall be terminated:
(a)   The Police and Fire Merit Board of Fayette County;
(b)   The Parks and Recreation Board of Fayette County;
(c)   The Board of Equalization of the City of Lexington;
(d)   The Executive Board of the Fayette County Children's Bureau; and
(e)   The Lexington Urban Renewal and Community Development Agency.
All city, county or joint city-county boards, agencies and commissions as may exist on the effective date of this Charter which are not specifically provided for in this Charter shall continue for a period of ninety (90) days during which time the Council shall determine, by ordinance, whether they shall be continued or terminated. In the event the Council fails to act within the specified time limit, said boards, agencies and commissions, advisory or otherwise, shall cease to exist.
The Council shall have the power to create by ordinance such boards, agencies and commissions as may be provided under law for cities of the second class and/or counties containing cities of the second class, provided that such ordinance is consistent with the terms of this Charter.
Annotation—Sections 7.01(e) and 7.13—The provisions for the termination of the Lexington Urban Renewal and Community Development Agency and the transfer of its functions to the division of urban renewal were held invalid. Holsclaw v. Stephens, supra, at 479-480. See Ordinances No. 31-74 and 114-74, which continued boards, agencies and commissions not specifically provided for in the Charter.
