(a) The review board is empowered to issue orders granting, denying, renewing, reinstating, suspending, or revoking any registration provided for in accordance with the provisions of this article. If a civil action is initiated challenging an order of the review board, the order shall be stayed pending final adjudication of the civil action.
(b) It shall be the duty of the review board to hear complaints arising against any registered contractor for any alleged violation of this article. Complaints which involve alleged violations of the applicable building code will first be investigated by the division of building inspection. The review board shall have the authority to warn, revoke or suspend the registration of any registered contractor for a willful violation of applicable building codes or this article, provided that written notice of a hearing, as more particularly set forth in section 5-98, is provided.
(c) The review board shall also have the power to review a proposed use of excess fees, if any, for enumerated purposes including a consumer education program and make recommendations to the council regarding the proposed use.
