(a) Any contractor who was registered previously and whose registration was suspended solely for failure to pay fees as provided herein may apply for the reinstatement of registration by completing a new application form and tendering the required initial registration fee of forty dollars ($40.00) in addition to the applicable annual fee if he or she fails to renew by January 31 as provided in section 5-90(d).
(b) A registered contractor may place his registration in escrow for a period not to exceed five (5) years, at a fee of ten dollars ($10.00) per year. A registration placed in escrow may be reinstated provided all other conditions of this article have been met and the current year's renewal fee has been paid.
