Sec. 2-392. - Members.
(a)   The council shall consist of seventeen (17) appointed members and two (2) ex officio members. The appointed members shall be appointed by the mayor subject to confirmation by a majority of the urban county councilmembers. The mayor shall appoint the following members:
(1)   One (1) member from each council district selected from a list of three (3) recommendations submitted by each councilmember representing a council district;
(2)   Three (3) members each of which shall be selected from a list of three (3) recommendations submitted by each at large councilmember; and
(3)   Two (2) members under the age of eighteen (18).
The appointed members of the council shall have an interest in promoting a community/police partnership and have a demonstrated ability to constructively discuss potentially difficult issues and work towards an achievable consensus. Appointed members shall serve a term of four (4) years from the date of appointment, provided that the terms of those originally appointed shall be staggered in the manner required by section 7.02 of the urban county charter. Vacancies shall be filled for an unexpired term in the manner prescribed for the original appointment. With respect to the recommendations submitted pursuant to subsection (1) or (2), above, the Community Action Partnership Council shall notify the appropriate urban county councilmember that a vacancy exists and request that he or she submit his or her list of recommendations to the mayor within sixty (60) days. In the event a list of recommendations is not submitted to the mayor within sixty (60) days of notification, the mayor may fill the vacancy from a list of recommendations submitted by the Community Action Partnership Council and its staff, or the president of the Fayette County Neighborhood Council, so long as the recommended appointee otherwise meets the membership requirements of this section.
(b)   The ex officio members shall consist of the urban county government chief of police and the president of the Fayette County Neighborhood Council. The ex officio members may select a designee authorized to represent them on the council.
(c)   Both the appointed members and the ex officio members or their designee shall be voting members of the council.
(d)   The division of police shall provide staff and assistance to the council as needed.
(e)   The council shall receive no compensation for their services.
