Sec. 23-30. - Computation of salaries.
(a)   The biweekly salary rates described in the salary schedules are fixed on the basis of full-time service as defined in section 23-23. In any case listed below, the salary prescribed for full-time employment for any member of the division of fire and emergency services or division of police shall be adjusted by multiplying same by a fraction of the hours actually worked during the pay period as the numerator and the regular number of hours required for full-time employment as the denominator.
(1)   Where a member is absent from duty without permission within the meaning of section 23-40;
(2)   Where the inception or termination of employment occurs during the pay period; and
(3)   Where a member is on authorized leave without pay.
(b)   Members of the division of fire and emergency services and police force detailed to special assignments shall be compensated according to a higher pay grade as indicated in this chapter. When so detailed, they shall be paid at the rate appropriate to their total length of service as a member is qualified for and is required to serve in and accept full responsibility for work of a higher class; such member shall receive the pay of that class while so assigned in such class. A member may be temporarily assigned to work of any position in the same or lower grade without reduction to pay.
(1)   Effective January 1, 1986, each police officer or police sergeant assigned to an animal-assisted patrol unit, assigned to motorcycle duty or assigned to the training unit shall, in addition to all other compensation provided for herein, receive the sum of fifty dollars ($50.00) per month.
(2)   Each police officer or police sergeant assigned to the planning unit, to the inspector's unit, to the property and evidence unit, to the general services unit, to the central records unit, to the community services unit, to the communications unit, to the communications technical unit or as a detective prior to January 1, 1986, shall continue to receive, in addition to all other compensation provided for herein, the sum of fifty dollars ($50.00) per month until such time as he is transferred from his assignment to another unit in the division of police. The additional compensation shall cease upon transfer unless the police officer or police sergeant is transferred to a position in the units set out in subsection (b)(1) herein.
(3)   Each police lieutenant, police captain or police major assigned to the office of the chief of police as assistant chief shall, in addition to all other compensation provided herein, receive a salary supplement equal to an increase of ten (10) percent of his salary or the minimum pay for grade 321, whichever is greater. Each police lieutenant or police captain assigned to the office of the chief of police as police major shall, in addition to all other compensation provided herein, receive a salary supplement equal to an increase of seven (7) percent of his salary if the appointment is to a grade one (1) grade higher than that occupied by the member, or ten (10) percent if the appointment is to a grade two (2) or more grades higher or the minimum pay for grade 319, whichever is greater. Merit increases shall be computed on the members' current salaries, including supplemental pay.
(4)   There may be appointed qualified personnel from within the division of fire and emergency services to perform administrative duties or paramedic and emergency medical treatment duties.
a.   Each fire battalion chief assigned to the office of the fire chief as assistant chief shall, in addition to all other compensation provided herein, receive a salary supplement equal to an increase of seven (7) percent, or the minimum pay for grade 320, whichever is greater. Each fire major assigned to the office of the fire chief as fire battalion chief shall, in addition to all other compensation provided herein, receive a salary supplement equal to a seven (7) percent increase in his salary, or the minimum pay for grade 319, whichever is greater. Merit increases shall be computed on the members' current salaries, including supplemental pay.
b.   In addition to their normal hourly rate of pay, the division of fire and emergency services personnel appointed to perform paramedic duties shall be compensated at ninety dollars ($90.00) per month for a maximum of one thousand eighty dollars ($1,080.00) per year, and all such personnel appointed to full-time paramedic duties shall further be compensated at a biweekly rate of one hundred fifty dollars ($150.00) for a total of three thousand nine hundred dollars ($3,900.00) per year; division of fire and emergency services personnel appointed to perform full-time emergency medical technician duties, in addition to their normal rate of pay, shall further be compensated at a biweekly rate of one hundred dollars ($100.00) for a maximum of two thousand six hundred dollars ($2,600.00) per year.
c.   Division of fire and emergency services personnel temporarily assigned for a short period of time to perform emergency medical technician and paramedic duties shall be compensated, in addition to their normal hourly rate for their grade and step, at the rate of eighty nine and two tenths cents ($0.892) per hour for emergency medical technician duties and at the rate of one dollar thirty-three and nine tenths cents ($1.339) per hour for paramedic duties.

Editor's note(s)—Section 1 of Ord. No. 29-86, adopted Mar. 6, 1986, declared the following, preamble to be part of the ordinance:
"WHEREAS, it has been determined that special duty pay is no longer necessary in most Division of Police units; and
"WHEREAS, members of the Division of Police have been assigned to units currently receiving special duty pay; and
"WHEREAS, the Urban County Government will not reduce the pay of police officers assigned to units which will not be eligible for special duty pay after January 1, 1986; and
"WHEREAS, members of the Division of Fire Protection who are temporarily assigned to emergency service vehicles receive no additional salary; and
"WHEREAS, such temporary service should be compensated at an hourly rate."
