(a) Subject only to any specific assignments of duties made by law or ordinance, such as in sections 23-8 and 23-9, and limitations of law, each supervisor shall prescribe and assign the duties for all positions under him in such manner as he shall deem necessary or advisable for the efficient, orderly and economical administration of the affairs of the urban county government.
(b) The director shall prescribe and propound job descriptions to be known as "class specifications" which reasonably establish minimum qualifications and standards for eligibility within each class. The statement of qualifications in any class specification is intended to be a guide for determining the eligibility of candidates for competitive examinations and for the preparation of such examination.
(c) Based on the duties assigned to each position under subsection (a) herein, the class specification shall also contain examples of the duties members of the division of fire and emergency services and division of police holding such positions may properly be required to perform. Such examples are descriptive and explanatory but are not restrictive. The listing of particular duties does not preclude the assignment of other tasks.
