Sec. 23-8. - Powers and duties—Division of fire and emergency services.
(a)   The fire chief shall be present at all fires and investigate their cause. He may examine witnesses, compel the production of testimony, administer oaths, make arrests, and enter any building for the purpose of examination that, in his opinion, is in danger from fires. He shall report his proceedings to the council when required.
(b)   The chief shall direct and control the operation of the members of the division of fire and emergency services in the discharge of their duties. He shall have access to and use of all cisterns, fireplugs, the waters of the waterworks and the cisterns of private persons for the purpose of extinguishing fires. He shall have the right to examine all cisterns and all plugs and pipes of the waterworks to see that they are in condition for use in case of fire. He shall have control of all buildings, hose, engines and other equipment provided for the division of fire and emergency services. He shall perform such other duties as the council shall, by ordinance, prescribe.
(c)   It shall be the further duty of the fire chief to command and supervise the division of fire and emergency services, under the direction of the mayor, and to see that its duties as prescribed by law and by the ordinances are properly performed.
(d)   It shall be the duty of the members of the division of fire and emergency services, under the direction of the chief, to enforce all laws and ordinances of the state and urban county government, covering the matters and things set forth in chapter 9; and they shall have such powers and perform such other duties as are prescribed by the ordinances and as may be conferred and imposed from time to time by law. The chief may delegate any of his powers and duties to other members of the division.
(e)   Each member of the division of fire and emergency services, under the supervision of the chief and the mayor, is authorized and empowered, and it shall be his duty to do and perform all acts and things required, by general law or by the ordinances, to be performed by such members; and he shall perform such other duties as may be required of him by the council.
