(a) Under the supervision of the mayor, the director shall be responsible for the administration of all personnel ordinances and regulations pertaining to the division of fire and emergency services and division of police, including recruitment, examination, classification, probation, promotion and compensation programs. He shall make and enforce culture-fair pursuant thereto.
(b) Lists of eligible applicants shall be prepared by the director, and he shall officially certify all applicants to be placed on the list of qualified persons eligible for positions in the division of fire and emergency services and division of police.
(c) This chapter shall be construed in conformity with 29 U.S.C. sections 201—219. The director shall make reasonable and necessary rules and regulations to ensure that 29 U.S.C. sections 201—219 and regulations adopted thereunder are properly applied.
