Sec. 23-1. - Definitions.
In this chapter, unless the context requires otherwise:
(1)   Appointing authority means the mayor.
(2)   Class means one (1) or more positions sufficiently similar within respect to duties and responsibilities that the same descriptive title may be used with clarity to designate each position allocated to the class, that the same general qualifications are needed for the performance of the duties of the same class, that the same tests of fitness may be used to recruit applicants, and that the same schedule of pay may be applied with equity to all positions in the class under the same or substantially the same employment conditions. The term "class" shall be interchangeable with the term "rank."
(3)   Classification means the grouping of positions in regard to:
(i)   Duties performed and responsibilities;
(ii)   Requirements as to education, knowledge, experience and ability;
(iii)   Tests of fitness;
(iv)   Ranges of pay; and
(v)   Title description.
(4)   Director means the director of human resources.
(5)   Division of fire and emergency services means and includes all members of the division of fire and emergency services.
(6)   Division of police means and includes all members of the division of police.
(7)   Fire fighter means the recruit or entry-level position in the division of fire and emergency services as established at section 23-5.
(8)   First day of the fiscal year, for purposes of salary and benefit matters, unless the context dictates otherwise, shall mean the first day of the pay period for which pay is received on or after July 1 of the new fiscal year.
(9)   Member means a person holding any position in the division of fire and emergency services or division of police which is established at section 23-5, except that as used in subsection (a) of section 23-24, and sections 23-44 and 23-45, and subsection (c) of section 23-49, it shall not include the police chief.
(10)   Police force means and includes all members of the division of police, excluding clerical or maintenance employees.
(11)   Police officer means the recruit or entry-level position in the division of police as established at section 23-5.
(12)   Supervisor means the chief of the division in which a member serves, or, in the case of the chiefs themselves, the commissioner of public safety.
