(a) Members of the division of fire and emergency services and division of police shall abide by and adhere to the rules, regulations and laws set forth by the Kentucky Revised Statutes, and the council; provided, that no such rule, regulation or law shall apply that alters, abridges or otherwise restricts the constitutional rights of said members; and said members, except when on duty, shall not be restrained from exercising their rights and privileges or from entering into any endeavor enjoyed by all other citizens of the jurisdiction in which they reside.
(b) No person shall be appointed a member of the division of fire and emergency service or division of police on account of any political service, contribution, sentiment or affiliation. No member shall be dismissed, suspended or reduced in grade or pay for any political opinion.
(c) The appointment and continuance in office of members of the division of fire and emergency services or division of police shall depend solely upon their ability and willingness to enforce the law and comply with the rules of the division, and shall not be a reward for political activity or contribution to campaign funds.
(d) No member of either division shall be forced to pay or collect any assessments made by political organizations, contribute to political campaign funds, or be active in politics.
(e) No member of either division shall be active in politics or work for the election of candidates while on duty.
