Sec. 18-65.1. - Covering meters authorized.
(a)   Upon the authorization by the Lexington and Fayette County Parking Authority, bags shall be issued for the purpose of covering designated parking meters for specified periods during construction projects, lengthy loading and unloading by moving companies, and other planned activities which will of necessity require use of parking meter spaces in order to avoid impeding traffic flow on adjacent streets.
(b)   Such bags shall be imprinted "Reserved Parking by Order of the Lexington and Fayette County Parking Authority - Tow Zone," and a fee to be established by the Lexington and Fayette County Parking Authority from time to time shall be paid per bag per day to the Lexington and Fayette County Parking Authority by the individual requesting the bags. The revenue from such fees shall be deposited and used in accordance with section 18-65.
(c)   Notwithstanding the provisions of this section, the division of police shall be empowered to cover parking meters with red plastic bags or post signage labeled "No Parking by Order of LFUCG Police - Tow Zone" for impromptu or brief events such as parades, large funerals, emergencies and similar situations where the public safety and convenience require that the parking meter spaces be reserved.
(d)   Any vehicle parked at a meter or other designated paid parking space, bagged or posted as restricted parking pursuant to subsections (a), (b) and (c) of this section may be immediately towed. Any vehicle parked at a meter or other designated paid parking space that is bagged or posted as restricted parking subsequent to the vehicle being parked at the meter or other designated paid parking space may be towed four (4) hours after the bagging of the meter or posting of a notice restricted parking.
