It shall be unlawful for any person, firm or corporation in the urban county to change or amend, by additions or deletions, any part or portion of this Code, or to insert or delete pages, or portions thereof, or to alter or tamper with such Code in any manner whatsoever which will cause the law of the urban county government to be misrepresented thereby.
(a) Henceforth the official seal of the urban county government used in the authentication of all papers and documents requiring the affixation of the same, shall be a circle, in the center of which appears the front of Morrison Chapel of Transylvania College, bearing 1964 1 on the left cornerstone and the initials ENF* on the right; an upright horseshoe thereover and overlapping burley tobacco leaves end to end on each side thereof, together with 1775, the date of Lexington's incorporation below, all of which shall be surrounded by a circle imprinted "Lexington-Fayette Urban County Government, " the outer edge of this circle being another smaller circle of smooth design.
When depicted in color, said inner circle shall be of light blue background, with the chapel, tobacco leaves and horseshoe in gold with white shadows and 1775 in black; the circle containing the words "Lexington-Fayette Urban County Gov ernment," shall be of gold background, the lettering in white framed in black, and the outer circle of the same, light blue.
(b) The seal herein adopted is hereby declared copyright; and its use in any form by any person without the express consent of the mayor or urban county government is illegal; and any person using the same without consent shall be fined a sum not to exceed one hundred dollars ($100.00) for each day's use.

(1) Lexington-Fayette County, Kentucky is declared to be and is recognized as the "Horse Capital of the World."
(2) Henceforth the official motto of the urban county government shall be the words: Lexington-Fayette County, Horse Capital of the World.
(3) The urban county government and its agencies are encouraged to include the motto herein adopted on all informational brochures, folders, maps, leaflets and other similar written materials which are voluntarily distributed by the urban county government and its agencies to members of the general public. This shall not apply, however, to such materials as employee handbooks and other documents distributed primarily for use within the urban county government, its offices, agencies, departments and divisions; citation forms, personnel examination forms, application forms and other materials which are promulgated pursuant to the requirements of various laws; and court briefs, grant applications and other printed papers which are not generally distributed to the public.
