(A) No person shall roller skate, roller blade (in-line skate) or ride a skateboard in any public place within the city except where specifically authorized by this subchapter.
(B) No person shall roller skate, roller blade (in-line skate) or ride a skateboard in any public place within the city without complying with the rules and regulations as set forth in this subchapter.

(A) No person shall roller skate, roller blade (in-line skate) or ride a skateboard on any street except when crossing the street.
(B) The laws governing pedestrians crossing streets shall apply to any person crossing a street on roller skates, roller blades (in-line skates) or skateboards.
(C) Any person crossing a street on roller skates or roller blades (in-line skates) or any person crossing a street on a skateboard shall come to a complete stop and give the right-of-way to all vehicular traffic before crossing the street.
(D) Any person crossing a street on roller skates or roller blades (in-line skates) or any person crossing a street on a skateboard shall be cognizant of his or her own safety, as well as the due care and safety of pedestrians in the area.
(E) Any person crossing street on roller skates or roller blades (in-line skates) or crossing a street on a skateboard shall yield the right-of-way to pedestrians and vehicular traffic at all crosswalks.
(F) No person crossing a street on roller skates or roller blades (in-line skates) or crossing a street on a skateboard shall travel too fast for the existing conditions.
(G) All persons participating in the recreational activity of rollerskating, roller blading (in-line skating) or skateboarding shall otherwise obey all traffic signs and signals posted for vehicular traffic and pedestrians in the city.
(H) All persons engaging in the recreational activity of roller skating, roller blading (in-line skating) or skateboarding shall ride on the right hand side of the street close to the curb or parked line of cars.
(I) All persons engaging in the recreational activity of rollerskating, roller blading (in-line skating) or skateboarding shall keep a safe distance behind any vehicle, bicycle, roller skater, roller blader (in-line skater) or skateboarder ahead.
(J) All persons engaging in the recreational activity of roller skating, roller blading (in-line skating) or skateboarding shall traverse in a straight line and not weave or make sharp turns in traffic and shall never dart in and out of traffic.
(K) All persons engaging in the recreational activity of roller skating, roller blading (in-line skating) or skateboarding shall not attempt to pass any moving vehicle ahead at an intersection, but shall wait until the same has passed the intersection.
(L) All persons engaging in the recreational activity of roller skating, roller blading (in-line skating) or skateboarding when riding at night shall have proper reflective clothing on their persons so as to be visible to motorists and/or pedestrians in the vicinity.
(M) All persons engaging in the recreational activity of roller skating, roller blading (in-line skating) or skateboarding shall never “hitch” or attach them selves in any manner to a moving vehicle.
(N) All persons engaging in the recreational activity of roller skating, roller blading (in-line skating) or skateboarding shall always remove their skates and skateboard to a proper place out of the traveled portion of any roadway, sidewalk or alleyway and shall at all times pursue their recreational avocation in control so as not to provide a danger to themselves or other pedestrians or vehicular traffic and further always ride with caution and courtesy to others.

(A) No person shall roller skate, roller blade (in-line skate) or ride a skateboard on any city sidewalk in commercial zoning districts, although riding skateboards on sidewalks shall be permitted in residential districts in the following areas of the city:
(1) Central Business Downtown (CB);
(2) Neighborhood Business (NB);
(3) Planned Business Commercial (PBC);
(4) Planned Business Office (PBO);
(5) Planned Business Industrial (PBI);
(6) Industrial District (ID); and
(7) Institutional (IN).
(B) Persons may roller skate, roller blade (in-line skate) or ride a skateboard on sidewalks in the following areas of the city:
(1) Open Space (OS);
(2) Single-Family (SF);
(3) Single Family (SF-1, 2, 3);
(4) Multi Family (MF);
(5) Traditional Housing (TR); and
(6) Manufactured Home (MH).
(C) Persons who roller skate, roller blade (in-line skate) or ride a skateboard on sidewalks where permitted must at all times exercise due care for the safety of other persons using the sidewalks.
(D) Persons who roller skate, roller blade (in-line skate) or ride a skateboard on sidewalk where permitted must at all times yield the right of way to pedestrians and give pedestrians audible warnings before overtaking and passing them.

(A) The Board of Park Commissioners shall establish all rules and regulations addressing the use of skateboards, roller skates and roller blades (in-line skates) in designated city-owned facilities operated by the Board of Park Commissioners when the same are established.
(B) Any person who wishes to skateboard in any designated city or Park Board skateboard facility specifically designated for the use of skateboards, roller skates and/or roller blades (in-line skates) shall be required to adhere to all safety requirements and posted rules and regulations.
(C) These regulations shall include, but shall not be limited to, the wearing of protective helmets, kneepads and elbow pads; rules of conduct for the facility, any user fees imposed; proper hours of operation and penalties. All regulations shall be conspicuously posted at each city/park operated skateboard, roller skate or roller blade (in-line skate) facility should the same be established by the city or its Board of Parks and Recreation.
(D) Anyone violating the provisions of this section or § 74.17 shall be asked to abide by the governing rules and regulations. If the individual refuses to do so, he or she shall be issued a warning notice from the city, shall be asked to leave and shall not return to that specific designated city-owned skateboard facility for the remainder of that day or shall otherwise remove his or her activity from a city street as provided for hereinabove. Anyone refusing to leave or who returns the same day after having been asked to leave shall be issued a citation and shall have his or her skateboard, skates and/or roller blades (in-line skates) seized and subsequently impounded by the City Police Department.
(E) Any confiscated skateboard, roller skates and/or roller blades (in-line skates), if belonging to a person under the age of 18 years, shall be given up to the parent or guardian of the minor upon request and without charge if a first-time violator, after a full explanation of the reason(s) for impounding the skateboard, roller skates and/or roller blades (in-line skates) and a copy of the rules of conduct for the usage of skateboards in the city streets in general or for use at a city skateboard facility are given to the parent or guardian. Subsequent violations shall be addressed pursuant to the provisions of § 74.99.
(F) Any confiscated skateboard, roller skates and/or roller blades (in-line skates), if belonging to a person 18 years of age or older shall be given to that person upon request and without charge if a first-time violator, after a full explanation of the reason(s) for impounding the skateboard and a copy of the rules of conduct for city skateboard facilities and for operation on the city streets are given to that individual. Subsequent violations shall be addressed pursuant to the provisions of § 74.99.

(A) Generally. Any person violating any provision of this chapter, for which no other penalty is provided, shall be subject to the penalty provisions of § 10.99.
(B) Skateboards, roller skates and roller blades (in-line skates).
(l) Warning notice. Issuance of a warning notice to a first-time violator stating that he or she is in violation and that failure to comply may result in impoundment of his or her roller skates, roller blades (in-line skates) or skateboard and a citation being issued for the violation.
(2) Citations. For a second violation of any of the provisions of §§ 74.15 through 74.18 within the same calendar year, a citation shall be issued to the violator imposing a $25 fine, as well as the violator’s skateboard, roller skates or roller blades (in-line skates) being impounded for the ordinance violation.
(2) The warning notice issued under this division shall contain the date, time, name, age and address of the violator, the name of the violator’s parent(s) or guardian if the violator is a minor, the code section violated, the nature of the violation, the location of the violation, the name of the officer issuing the warning notice and a telephone number of the office to contact for information regarding the violation and the contents of §§ 74.15 through 74.18.
(3) The citation issued under this division shall contain the date, the time, name, age and address of the violator, the name of the violator’s parent(s) or guardian if the violator is a minor, the code section violated, the nature of the violation, the location of the violation, the name of the officer issuing the citation and instructions as to the disposition of the citation.
(4) The City Police Department shall maintain records of all roller skates, roller blades (in-line skates) and skateboards impounded by date, time, name and address of the violator, the code section violated and a brief description of the item impounded so as to facilitate identification process for return of those items confiscated. All items impounded shall be tagged for proper identification purposes to return them to the rightful owner.
(5) The impounded skateboard, roller skates or roller blades (in-line skates), if belonging to a person under age 18 shall be given to the parent or guardian of the minor upon request after a full explanation of the reason for impounding the skateboard, roller skates or roller blades (in-line skates) is given to the parent or guardian and after payment is received for all outstanding citations issued. The city shall give a copy of all rules and regulations governing the use of roller skates, roller blades (in-line skates) or skateboards on city property or within city streets, sidewalks and alleyways, at the time of returning the property to the parent or guardian.
(6) The impounded skateboard, roller skates or roller blades (in-line skates) belonging to the violator who is 18 years of age or older, shall be give to him or her upon request and receipt of payment for all outstanding citations issued. The city shall give a copy of all rules and regulations governing the use of roller skates, roller blades (in-line skates) or skateboards on city property, streets, alleyways and sidewalks, at the time of returning the property to the violator.
(7) Each subsequent day of violation shall be considered a separate offense for which a citation may be issued.
(8) Anyone who recklessly, knowingly or intentionally obstructs vehicular or pedestrian traffic while on roller skates, roller blades (in-line skates) or on a skateboard commits disorderly conduct and shall be subject to the provisions of applicable state law.
