§ 74.16  SKATEBOARDING, ROLLER BLADING (IN-LINE SKATING) AND ROLLER SKATING PROHIBITED ON ALL CITY STREETS; EXCEPTIONS.
   (A)   No person shall roller skate, roller blade (in-line skate) or ride a skateboard on any street except when crossing the street.
   (B)   The laws governing pedestrians crossing streets shall apply to any person crossing a street on roller skates, roller blades (in-line skates) or skateboards.
   (C)   Any person crossing a street on roller skates or roller blades (in-line skates) or any person crossing a street on a skateboard shall come to a complete stop and give the right-of-way to all vehicular traffic before crossing the street.
   (D)   Any person crossing a street on roller skates or roller blades (in-line skates) or any person crossing a street on a skateboard shall be cognizant of his or her own safety, as well as the due care and safety of pedestrians in the area.
   (E)   Any person crossing street on roller skates or roller blades (in-line skates) or crossing a street on a skateboard shall yield the right-of-way to pedestrians and vehicular traffic at all crosswalks.
   (F)   No person crossing a street on roller skates or roller blades (in-line skates) or crossing a street on a skateboard shall travel too fast for the existing conditions.
   (G)   All persons participating in the recreational activity of rollerskating, roller blading (in-line skating) or skateboarding shall otherwise obey all traffic signs and signals posted for vehicular traffic and pedestrians in the city.
   (H)   All persons engaging in the recreational activity of roller skating, roller blading (in-line skating) or skateboarding shall ride on the right hand side of the street close to the curb or parked line of cars.
   (I)   All persons engaging in the recreational activity of rollerskating, roller blading (in-line skating) or skateboarding shall keep a safe distance behind any vehicle, bicycle, roller skater, roller blader (in-line skater) or skateboarder ahead.
   (J)   All persons engaging in the recreational activity of roller skating, roller blading (in-line skating) or skateboarding shall traverse in a straight line and not weave or make sharp turns in traffic and shall never dart in and out of traffic.
   (K)   All persons engaging in the recreational activity of roller skating, roller blading (in-line skating) or skateboarding shall not attempt to pass any moving vehicle ahead at an intersection, but shall wait until the same has passed the intersection.
   (L)   All persons engaging in the recreational activity of roller skating, roller blading (in-line skating) or skateboarding when riding at night shall have proper reflective clothing on their persons so as to be visible to motorists and/or pedestrians in the vicinity.
   (M)   All persons engaging in the recreational activity of roller skating, roller blading (in-line skating) or skateboarding shall never “hitch” or attach them selves in any manner to a moving vehicle.
   (N)   All persons engaging in the recreational activity of roller skating, roller blading (in-line skating) or skateboarding shall always remove their skates and skateboard to a proper place out of the traveled portion of any roadway, sidewalk or alleyway and shall at all times pursue their recreational avocation in control so as not to provide a danger to themselves or other pedestrians or vehicular traffic and further always ride with caution and courtesy to others.
