The city council hereby determines upon the basis of an engineering and traffic survey that the speed permitted by state law is greater than is reasonable or safe under the conditions found to exist upon the streets or portions thereof referred to below, and it is hereby declared that the prima facie speed limits as to such streets or portions thereof shall be designated below when signs are erected giving notice thereof.
