(a) Both sixty-five and fifty-five miles per hour are speeds which are more than reasonable or safe for the streets specified in this chapter.
(b) The speeds specified in this chapter are the prima facie speeds which are most appropriate to facilitate the orderly movement of traffic and are speed limits which are reasonable and safe.
(c) The traffic engineer or designee thereof is authorized and directed to install and maintain appropriate signs upon the street, or portions thereof, specified in this chapter, giving notice of the prima facie speed limits declared herein.
