Notwithstanding the provisions of sections 10-1-4, 10-3-1, 10-5-2, 10-5-9 of this title and section 10-7-3 of this chapter or any other provision of this title, the Board of Trustees may waive the application of any procedural or substantive regulation of this title to any project or development undertaken by the Village for public purposes.
