The duties and objectives of the Emergency Services Commission shall be to develop an emergency plan for the city to deal effectively with disasters and hazards resulting from natural disasters and those resulting from other catastrophes, including but not limited to spills and leaks of toxic substances which expose residents and persons in the city to injury and damages, both personal and property, and to provide emergency care and assistance together with a plan to effectively implement such services and to study and review the capability of the community to deal with all manner of emergencies; formulating a plan for ongoing citizen information and a warning system to apprise all residents and persons in the city of impending disasters, affording the means where possible to avoid or at least to minimize injury to person and damage to property; and to implement a system of drills to test the effectiveness of the system.
