The duties and objectives of the Parks and Recreation Commission shall be to make studies and submit status reports and budget recommendations concerning youth and adult recreational programs; to plan for effective utilization of existing parks and playgrounds, including reviews to determine adequate equipment and to make projections for new facilities to meet the recreational needs of city residents.
