(A) Any person violating any provision of this chapter, for which no other penalty is provided, shall be subject to the penalty provisions of § 10.99.
(B) (1) Should a building permit be requested on an emergency situation and the City Supervisor determines that an emergency does not exist, the applicant shall pay to the city a penalty (fine) of $100, which penalty shall be due and payable immediately to the City Clerk and in no circumstance may a building permit be issued to the applicant on any later request until such penalty (fine) has been paid in full.
(2) Should an individual or business entity fail to obtain a building permit prior to beginning any work requiring such a permit, the individual or business entity shall be fined $100 and the city police shall have the right to issue a stop and cease work order until such time as the fine is paid in full and an appropriate building permit is obtained in accordance with the provisions of §§ 150.15 through 150.18.
(3) Should any person continue to perform work when a building permit has been suspended or revoked through the issuance of a stop work order, except such work as that person is directed to perform to remove a violation or unsafe condition, shall be subject to be fined $100 for each day that the work continued after the issuance of the stop work order.
(C) The failure or refusal for any reason of any owner, or agent of an owner acting on behalf of the owner, to register a vacant building upon adoption of §§ 150.30 through 150.40 or to pay any fees required to be paid pursuant to the provisions of §§ 150.30 through 150.40, within 30 days after they become due, shall constitute a violation punishable upon conviction in the Municipal Court by a fine in the amount of not less than $100 nor more than $500 for each such failure or refusal to pay a required vacant building fee, as applicable. In such cases, whenever the minimum fine of $100 is imposed, it shall not be subject to suspension or reduction for any reason.
(D) (1) Violations of §§ 150.55 through 150.67 is a misdemeanor and any person so violating the terms hereof shall be fined not exceeding $100 for each offense, and may, in addition, be fined the sum of $100 for each and every day such failure to comply continues beyond the date fixed for compliance.
(2) Any person who shall obstruct, impede or interfere with the Building Inspector or any representative or officer thereof, or with any person who owns or holds any estate or interest in such building, or with any person to whom such building has been lawfully sold, pursuant to the provisions of §§ 150.55 through 150.67, shall be guilty of a misdemeanor and upon conviction thereof shall be fined not exceeding $500 for each offense.
