(A) A building permit shall be required to be obtained by the owner or authorized agent for the construction of buildings/homes, additions/alterations to buildings/homes, remodeling, repairs or renovations performed, moving of a building/home, demolition and excavation in regard to property, fences, signs, pools, accessory buildings and other structures within the municipality.
(B) Certain actions requiring a building permit are included specifically herein, but not exclusively to other actions which may be determined to require such a permit, which actions are the following construction/excavation activities:
(1) Construction and/or repair of driveways;
(2) Any structural modification of a building/home;
(3) Any electrical work within/without a building/home;
(4) Any furnace replacement/installation, all heating plants including, but not limited to, pellet stoves and wood burners;
(5) Any natural gas work performed within the building/home;
(6) Floor replacement within a building/home;
(7) Extensive remodeling/replacement of kitchen and bathroom;
(8) Extensive remodeling, including cutting away or removal of walls, partitions, structural beam or load-bearing support, or the removal or change of any required means of egress or rearrangement of parts of a structure affecting the egress within a building/home;
(9) All exterior work including, but not limited to, roof repair/replacement, gutters and shutters, fencing, pools (above and in-ground) and accessory buildings;
(10) All plumbing work within/without a building/home;
(11) Any mechanical work within/without a building/home; and
(12) Addition to, alteration of, replacement or relocation of any standpipe, water supply, sewer, drainage, drain leader, gas soil, waste vent or similar piping, electrical wiring or mechanical or other work affecting public health or general safety.
(13) Signs including those painted on building. See § 152.049.
(C) Building permits shall not be required for the following, which list is not exclusive:
(1) Construction/repair of sidewalks, exterior and interior painting, playground equipment and window awnings;
(2) Minor electrical repair work, including replacement of lamps or the connection of approved portable electrical equipment to approved permanently installed receptacles;
(3) Electrical equipment used for radio and television transmissions, but a permit is required for equipment and wiring for power supply and the installation of towers and antennas;
(4) Portable gas heating appliance;
(5) Replacement of a minor gas part that does not alter approval of equipment or make such equipment unsafe;
(6) Portable heating, ventilation and cooling units/equipment;
(7) The stopping of leaks in drains, water, soil, waste or vent pipe; however, should such trap, drainpipe and the like become defective requiring to remove and replace, such work shall require a building permit;
(8) The clearing of stoppages or the repairing of leaks in pipes, valves or fixtures and the removal and reinstallation of water closets, provided such repairs do not involve or require the replacement or rearrangement of valves, pipes or fixtures; and
(9) Ordinary repairs to structures, replacement of lamps or connection of approved portable electrical equipment to approved permanently installed receptacles.
