(A) The Town of Keystone hereby adopts the Uniform Building Code and Appendixes thereto, as recommended by the international conference of building officials.
(B) The Basic Fire Protection Code of 1970, as amended, is hereby adopted.
(C) The town hereby adopts the South Dakota State Plumbing Code, as amended.
(D) There is hereby adopted by the Town of Keystone, the South Dakota State Electrical Code, as amended.
(E) A copy of each of the above named codes shall be adopted by reference as if fully set forth herein, and a copy of each shall be on file at the Keystone Town Hall.

(A) Blasting permit. A building permit is required during the construction, excavation and/or blasting of a project. A permit is required when the total cost of the project exceeds the sum of $250. No building, excavating, and/or blasting may take place until a permit has been issued.
(B) Permit required. Except as specified in this division, no building or structure regulated by this code shall be erected, constructed, enlarged, altered, repaired, moved, improved, removed, converted or demolished unless a separate permit for each building or structure has first been filed with Town Hall.
(C) Work exempt from permit. A building permit shall not be required for the following:
(1) One-story detached accessory building used as tool and storage sheds, playhouses and similar uses, provided the projected roof area does not exceed a 10 by12 building;
(2) Fences not over 6 feet high;
(3) Retaining walls which are not over 4 feet in height measured from the bottom of the footing to the top of the wall;
(4) Platforms not exceeding 3 by 3 or walkways not exceeding 40 inches in width;
(5) Painting, papering or preparing for similar finish work and basic general maintenance;
(6) Window awnings supported by an exterior wall; and
(7) Replacement of kitchen cabinets, siding, roofing or carpet of like material.
(D) Other permits. Unless otherwise exempted, separate plumbing, electrical and mechanical permits will be required for the exempted items in divisions (C)(1) through (7) above.
(E) Exemptions. Exemption from the permit requirements of the ordinance shall not be deemed to grant authorization for any work to be done in any manner in violation of the provisions of the ordinance or any other laws or ordinances of the jurisdiction.

(A) All applications for a building permit shall be filed with the Finance Officer.
(B) All applications for a building permit shall be accompanied by plans and specifications showing all details of the construction and a plat of the lot or premises upon which the construction is to be located, showing its location with reference to exterior boundary lines and streets.
(C) The plat shall be drawn to scale.
