(A) Permit required. Except as otherwise stated in this section, no commercial sign, on or off premise shall be erected, constructed, enlarged, altered, moved, or converted unless a separate permit for specific commercial signage has first been filed with Town of Keystone Finance Office and approved by the Board of Trustees. At no time shall any commercial sign, commercial banner, commercial flag or commercial pennant be located within the public right-of-way. All signs, banners, flags or pennants shall be kept in good repair and firmly anchored at all times and contain no profanity or nudity, which shall be determined by Board discretion. If business is seasonal, all banners, flags of any type including state or national, pennants or any lightweight advertising material must be removed upon closing of business for the season.
(B) No permit shall be required for city or community sponsored events that list event, time, activities or sponsors; for changing or maintenance of movable parts or components of an approved sign that is designed for such changes; or for repairs and maintenance of approved signage (i.e. information does not change).
(C) Definitions. For the purpose of this section, the following definitions shall apply unless the context requires a different meaning.
ADVERTISING SIGN. Any object on or off-premise, permanent or portable, with lettering and/or picture, stating or implying goods or services offered by a business exceeding 1,296 square inches.
BANNER. Any temporary flexible sign constructed of vinyl, cloth, canvas, fabric, or like material.
COMMERCIAL. For purposes of this section the term COMMERCIAL shall have the same meaning as defined under § 50.044 of the Code of Ordinances.
COMMERCIAL IDENTIFICATION SIGN. Any object or material, on or off-premise, permanent or portable, with lettering and/or picture stating or implying a business name.
(D) Commercial identification signs. Each sign must be securely attached to a rigid frame or structure and kept in good maintenance and repair.
(E) Banners. A banner shall not be used as a primary sign for a business. A banner shall only be used temporarily to promote a special deal, sale or special event. Each banner must be removed promptly after closing of business for the season or at the end of event. If said banners are not removed within 48 hours of date, time or event's end a $5 per day fine will be issued. It is the building owner's responsibility to remove signage if tenant has vacated premises.
