There is hereby established an executive department of the Municipal government of the city which shall be known as the Fire Department. This Department shall be under the supervision and control of the Commissioner of Public Health and Safety, and shall consist of one Chief Fire Marshal, one Assistant Fire Marshal and such other employees as the City Council, from time to time provide.
