§ 92.01 DEFINITIONS.
   For the purposes of this chapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
   AGENCY. The Solid Waste Agency of Northern Cook County.
   GARBAGE. Any rejected or waste organic matter attending or resulting from the preparation or use of food, with the paper or other materials necessarily used for wrapping thereof, and any accumulation of rejected waste, animal, fruit or vegetable matter which is subject to decay, putrefaction or the generation of noxious or offensive gases or odors or which, during or after decay, may serve as a breeding place or feeding material for flies, other insects or rodents.
   HOUSEHOLD RUBBISH. Includes inorganic incombustible waste such as metal cans, metalware, bottles, plastic, glass, crockery, stoneware and similar refuse resulting from the regular operation of a household, not classed as garbage or miscellaneous rubbish.
   MISCELLANEOUS RUBBISH. Includes incombustible rubbish materials such as boxes or any waste resulting from the operation of a domestic or business establishment, such as discarded equipment, but not including large equipment such as refrigerators, stoves or furniture which cannot be placed in containers of 40 gallons or less capacity.
   PROJECT USE AGREEMENT. The 1992 Project Use Agreement between the Agency and the village, as amended from time to time.
   RECYCLABLES. Includes the following if separated from other types of refuse:
      (1)   Newspapers (excluding magazines and other publications not printed on common newsprint paper);
      (2)   Clear and colored glass bottles, rinsed and with lids removed;
      (3)   Aluminum cans rinsed and flattened;
      (4)   Opaque plastic one-gallon milk and water containers rinsed and with lids removed; and
      (5)   Other refuse as shall be classified by the village as recyclables pursuant to rules and regulations in effect from time to time.
   REFUSE. All garbage, household rubbish, miscellaneous rubbish and recyclables.
   SPECIAL WASTE.
      (1)   All refuse originating from any residential property in quantities exceeding three 40- gallon containers for one scheduled collection day or exceeding six 40-gallon containers per week;
      (2)   Refuse materials too large or bulky to be placed in 40-gallon containers;
      (3)   Construction and similar debris;
      (4)   Rock, stone, gravel or other similar materials;
      (5)   All tree and shrub branches exceeding 36 inches in length or three and one-half inches in diameter; and
      (6)   Tree and shrub branches bundled as provided in § 92.03(A)(2) exceeding one bundle on each scheduled collection day.
   SYSTEM WASTE. The following types of waste originating from within the corporate limits of the village and collected by the village contractor or other licensed person:
      (1)   Garbage, household rubbish and miscellaneous rubbish originating from residences within the village;
      (2)   Other garbage, household rubbish and miscellaneous rubbish that the village contractor or other licensed person delivers to the Agency;
      (3)   Recyclables that the village contractor or other licensed person delivers to the Agency;
      (4)   Yard waste that the village contractor or other licensed person delivers to the Agency; and
      (5)   Construction and demolition waste that the village contractor or other licensed person delivers to the Agency.
   VILLAGE WASTE SYSTEM. The waste collection, transportation and disposal system of the village operated by the village contractor and all other waste collection, transportation and disposal systems operating within the village under license from the village pursuant to § 92.07, including all physical assets of the village used for the collection, transportation and disposal of system waste, all amounts on deposit in the village waste system fund established pursuant to § 92.06, and all amounts collected on account of rates and charges imposed for the collection and removal of system waste.
   YARD WASTE. Grass and shrub clippings, weeds, small tree trimmings, twigs, leaves and general organic yard and garden waste materials, provided that yard waste shall not include shrub or tree branches exceeding 36 inches in length or three and one-half inches in diameter or rock, stone, gravel or other similar materials.
