1020.02 NOTICE OF PAVING; UTILITY CONNECTIONS.
   When any ordinance is passed authorizing the paving or repaving of any street or highway in the City, the City Engineer shall give at least thirty days notice before the commencement of the work. Such notice shall be served personally upon the person owning the pipes or premises affected. If personal service cannot be had, the notice shall be left upon the premises, which shall be equivalent to personal service upon all persons concerned. Such notice shall be given to each gas, water, steam heating or any other company to lay all such pipes as it may desire and to repair all pipes in the street or highway to be paved or repaved before the laying of the pavement is begun. All owners of property upon the line of the street or highway to be paved or repaved shall be required to make sewer, gas, steam, water and other connections before the laying of the pavement is begun. In default of making such sewer, gas, steam, water and other connections, within thirty days after notice, the Director of Public Works shall cause such sewer, gas, steam, water and other connections to be made, and the cost thereof shall be collected from such property owners as provided by law. All such connections shall be extended to the inner line of the curbstone of such street or highway.
