844.01 AUTHORITY OF CITY MANAGER; LICENSE FEES.
   The City Manager is hereby authorized to issue licenses to operas, theaters, concerts, shows, circuses, menageries and all kinds of public exhibitions for pay, except those for religious, educational or charitable purposes. The Director of Finance shall collect and receive license fees. The fee shall be established by ordinance of City Council and amended from time to time.

844.02 FEES FOR FRACTIONAL PART OF YEAR.
   The fees for licenses provided for in Section 844.01, that are issued for a fractional part of a year, shall be the same as the fees for licenses issued for a whole year. A "year," in this chapter, means the fiscal year.

844.03 LICENSE APPLICATION, ISSUANCE AND CONTENTS.
   Any person desiring to conduct any of the amusements mentioned in Section 844.01 shall first apply to the Finance Department for a license to do so. Upon the payment of the license tax imposed by Section 844.01, the Finance Department shall issue the license, which license shall state the name of the person to whom it is issued, the purpose for which it is issued and the length of time for which it is to continue. The licensee shall then take the license to the City Manager for his or her signature. The license shall not be valid or of any effect unless and until it is signed by the City Manager.

844.04 REGISTRY OF LICENSES.
   The Finance Department shall keep a registry in a book of all the licenses issued under this chapter, which registry shall contain the name of the licensee, the date of the license, the duration of the license and the locality for which the license is granted. This registry shall be open at all proper times for inspection by residents of the City and by Council, and for the guidance of the City Manager and the police.

844.05 SERVICE FEE REQUIRED FOR CIRCUSES AND OTHER TRANSIENT PERFORMANCES.
   In addition to the license fee required by Section 844.01, the owners or managers of all circuses and other transient performances seeking to exhibit or perform in the City shall pay a service fee of not more than six hundred dollars ($600.00). No such owner or manager shall exhibit or perform unless and until such service fee has been paid to the Director of Finance and the license required by Section 844.03 has been issued.
