No person, with intent to harass, annoy or alarm another person, shall:
(a) Strike, shove, kick or otherwise subject him or her to physical contact, or attempt or threaten to do the same;
(b) Follow a person in or about a public place; or
(c) Engage in a course of conduct or repeatedly commit acts which alarm or seriously annoy such other person and which serve no legitimate purpose.

(a) No person shall willfully refuse to relinquish immediately a party line when informed that the line is needed for an emergency call to the Fire Department or Police Department or for medical aid or ambulance service, or secure the use of a party line by falsely stating that the line is needed for an emergency call.
(b) Every telephone directory distributed to the members of the general public in the City, or in any portion thereof, which lists the calling numbers of telephones of any telephone exchange located in the City, shall contain a notice which explains the offense provided for in this section. The notice shall be printed in type which is not smaller than the smallest other type on the same page, and shall be preceded by the word "warning" printed in type at least as large as the largest type on the same page. The provisions of this subsection shall not apply to those directories distributed solely for business advertising purposes commonly known as classified directories.
(c) As used in this section:
(1) "Emergency" means a situation in which property or human life is in jeopardy and the prompt summoning of aid is essential.
(2) "Party line" means a subscriber's line telephone circuit, consisting of two or more main telephone stations connected therewith, each station with a distinctive ring or telephone number.

(a) No person shall commit an offense under Title 18, Chapter 25 (relating to criminal homicide), Chapter 27 (relating to assault), Chapter 29 (relating to kidnapping), Chapter 31 (relating to sexual offenses), Chapter 33 (relating to arson, criminal mischief and other property destruction), or Section 3503 (relating to criminal trespass) of the Pennsylvania Crimes Code, against an individual or group of individuals or the property of an individual or group, accompanied by malicious intent as defined in subsection (b) hereof.
(b) "Malicious intent", for the purposes addressed in this section, means the intent to commit any act, the commission of which is a necessary element of any offense referred to in subsection (a) above, motivated by hatred towards the actual or perceived disability, sex, sexual orientation, gender identity or expression, of another individual or group of individuals.
(c) As used in this section:
(1) "Disability" means a physical or mental impairment that substantially limits one or more of his or her major life activities, a record of such an impairment, or being regarded as having such an impairment.
(2) "Sexual orientation" means male or female homosexuality, heterosexuality and bisexuality, by preference, practice or as perceived by others.
(3) "Gender identity or expression" means a self-perception, or perception by others, as male or female, and shall include an individual's appearance, behavior, or physical characteristics, that may be in accord with, or opposed to, one's physical anatomy, chromosomal sex, or sex assigned at birth; and shall include, but not be limited to, individuals who are undergoing or have completed sex reassignment.
