(a) Inhalation of Glue Prohibited. No person shall, for the purpose of causing a condition of intoxication, euphoria, excitement, exhilaration, stupefaction or dulling of the senses or nervous system, intentionally smell or inhale the fumes from any model glue or a similar product or substance. This section shall not apply to the inhalation of any anesthesia for medical or dental purposes.
(b) Model Glue or Other Products or Substances Defined. As used in this section, "model glue or a similar product or substance" means any glue, cement, solvent or chemical substance containing tuluol, hexane, trichloroethylene, acetone, tolene, ethyl acetate, methyl ethyl ketone, trichloroathane, isopropanol, methyl isobutyl ketone, methyl collosolve acetate, cyciohexanone or other substance having the property of releasing toxic vapors.
(c) Sales Generally. No person shall, for the purpose of violating or aiding another person in the violation of any of the provisions of this section, intentionally possess, buy, sell, transfer possession of or receive possession of any model glue or other similar product or substance.
(d) Sale to Minors.
(1) Except as provided in paragraph (d)(3) hereof and subsection (e) hereof, no person under twenty-one years of age shall possess or buy any model glue or a similar product or substance.
(2) Except as provided in paragraph (d)(3) hereof and subsection (e) hereof, no person shall sell or transfer possession of any model glue or a similar product or substance to another person under twenty-one years of age.
(3) A person may sell or transfer possession of model glue or a similar product or substance to a person under twenty-one years of age for model building or other lawful use where the juvenile has in his or her possession and exhibits the written consent therefor of his or her parent or guardian.
(e) Records. A person making a sale or transfer of possession of model glue or a similar product or substance to a person under twenty-one years of age shall require such purchaser to exhibit the written consent therefor of his or her parent or guardian and the name and address of the consenting parent or guardian. All data required by this subsection shall be kept in a permanent-type register available for inspection by the Department of Police for at least six months.
