The time of service herein specified shall be computed from the time of the first or original service to the City and need not be continuous. However, the service of those officers or employees who terminated or who were terminated prior to January 1, 1971, and who subsequently became re-employed, re-elected or re-appointed after that date, shall be computed from the date of re-employment, re-election or re-appointment. Further, any officer or employee who was employed on January 1, 1971, and who terminated or who was terminated prior to May 1, 1974, and was re-employed, re-appointed or re-elected, shall receive credit for his or her actual service from January 1, 1971, provided that he or she repays any member contribution which he or she may have withdrawn.
