No person holding a position in the City as a laborer, at a per diem wage, shall be compelled to pay or contribute toward the Officers' and Employees' Retirement Fund herein provided for, but he or she shall have the option of so doing and shall only become entitled to the compensation provided for by this chapter if he or she elects to contribute to the Fund. However, he or she shall be required to contribute 3.5% of his or her wages and the same percentage of any amount of compensation he or she receives after his or her retirement.
