286.01 DEFINITIONS.
   Unless the context clearly indicates otherwise, as used in this chapter:
   (a)   "Board" means the Officers' and Employees' Retirement Board.
   (b)   "Disability" means a condition of total and permanent physical or mental impairment, due to which a member is certified by a sworn statement of three practicing physicians, designated by the Board, that the employee is in a permanent condition of health which would permanently disable him or her from performing the duties of his or her position or office.
   (c)   "Employee" means any person who is an employee of the City and who is not a part-time personal employee, excluding those employees of the Police and Fire Departments and employees of the Bureau of Sewage, including those persons who are members of the Bureau of Sewage who have been transferred to another department covered by the Officers' and Employees' Pension Plan and for whatever reason are disadvantaged by having to change pension plans, including, however, as an employee hereunder, those persons who have been transferred to the Bureau of Sewage from a department covered by this chapter and again, for whatever reason, are disadvantaged by having to change pension plans.
   (d)   "Fund" means the Officers' and Employees' Retirement Fund.
   (e)   "Officer" means a person elected or appointed to the City service.
   (f)   "Person" means an officer or employee of the City.
