No person shall move into, through or within the city any house and/or building without first filing an application therefor with the City Clerk and obtaining a permit to do so. Said application shall be accompanied by a cash bond in the sum of $2,500 indemnifying the city against all loss, damage, expense or claims by any public utility or property owner which might arise during the course of the moving of such building.
(A) Said application shall set forth the street, alleys and other public places upon which said building shall be moved, and shall be accompanied with a copy of liability insurance policy. All applications to move buildings through or within the city shall be accompanied by a permit fee of $100 for each building. All applications to move buildings into the city from another city, village or township shall be accompanied by an inspection fee permit of $100 for necessary preliminary inspections as set forth in § 97.096.
(B) Applicant shall present a proposed moving schedule to the Chief of Police or his duly authorized representative at least ten days prior to the proposed moving date, and he shall receive from the Chief of Police or his duly authorized representative a written permit to move said building or structure during certain hours on a definite date or dates and along certain designated streets. When said proposed building or structure shall be moved, wherein contact would be made with any telegraph, telephone, electric light or power line, fire or police alarm or cross-arms or any other property, the licensee shall give to the person owning or controlling the aforesaid wires, cross-arms or other property at least one week’ s notice and said person shall move and adjust same in such manner that such building or structure being moved may pass by or under such wires or cross-arms and cost of same shall be borne by the licensee. The person moving a building shall post on such building, while being moved, in a conspicuous place, a copy of the permit.
(C) The application to the City Clerk shall contain the written permit of the Chief of Police or his duly authorized representative, containing the diagram of the proposed route of travel and time of travel.
