§ 97.096 CONDITIONS FOR ISSUANCE.
   The City Clerk shall refuse to issue the final permit for the movement of any building along or through any street or alley in the city wherein said building or structure is to be moved to a location within the city until the following conditions have been complied with:
   (A)   All permits required by the building, electrical and plumbing codes for the city shall have been secured and they shall not be issued until said building has been inspected by the Building Inspector, Electrical Inspector and Plumbing Inspector and they have made a determination that said building complies and will comply when relocated with all requirements of the building code of the city.
   (B)   Until the foundation upon which the said building is to be located has been completed to grade level and approved by the Building Inspector.
   (C)   Until a statement containing the signatures of 75% of the owners of the three homes on the left, the three homes on the right and six homes directly across the street from the proposed new location, consenting to the relocation of said home or building, has been presented, said statement to include the sworn affidavit of the applicant verifying the signatures thereon.
   (D)   Until pictures of the home or building to be moved into the city, completion plans (providing for a brick exterior), showing conformity to the surrounding neighborhood, have been submitted.
   (E)   Until proof has been produced that said home or building is no older than ten years, that the applicant is the owner thereof and intends to live in said home.
   (F)   (1)   A $5,000 cash bond to assure:
            (a)   Completion of the outside within six months;
            (b)   Compliance with the building, electric and plumbing codes and all provisions of this chapter.
      (2)   Said sum shall be forfeited to the city for failure to so comply, or return to applicant upon final inspection; however, this provision is not to be construed as waiving the city’s right to proceed under the penalty provisions of this subchapter.
